I can't help but think that Richard wrote this while watching Willy Wonka and the Chocolate Factory. It sounds like something he would have liked to have heard in the soundtrack to that flim.
When I was fifteen and didn't have proper transportation, songs like "Beep Street" accompanied me on long walks to and from a job in a record store where I would scavenge for (and fail to find) something that would make me feel like only this song could.
